MOBILE COUNTY

Cooper Marine and Timberlands Corporation, NPDES Permit Number AL0065170, located at 581 Cochran Causeway, Mobile, AL 36603, for reissuance of a permit which limits existing discharges resulting from storm water runoff from material handling and storage and vehicle and equipment wash waters, discharging through DSN002 into the Mobile River, classified as Limited Warmwater Fishery, in the Mobile River Basin, and discharges resulting from storm water runoff associated with non-coal related material storage and handling and discharges associated with dredge spoil dewatering activities, discharging through DSN005 & DSN006 into the Mobile River, classified as Limited Warmwater Fishery, in the Mobile River Basin.

Mobile Rosin Oil Company, Inc., NPDES Permit Number AL0027502, located at 2469 Bragdon Avenue, Mobile, AL 36670, for reissuance of a permit which limits existing discharges resulting from storm water runoff from non-process areas associated with the manufacture of rosin, rosin oil, and derivatives, discharging through DSN002 into Three Mile Creek, classified as Agriculture and Industry, in the Mobile River Basin.

Research Solutions Group, Inc., NPDES Permit Number AL0072419, located at 8100 Padgett Switch Road, Irvington, AL 36544, for reissuance of a permit which limits existing discharges resulting from storm water runoff associated with solvent and specialty chemical sales and distribution, discharging through DSN001 & DSN002 into the Fowl River, classified as Swimming/Fish & Wildlife, in the Mobile River Basin.

Spire, Inc., NPDES Permit Number AL0082791, located at 4300 Cochran Road, Eight Mile, AL 36613, for reissuance of a permit which limits existing discharges resulting from treated groundwater from remediation site, discharging through DSN001 into an unnamed tributary to Eightmile Creek, classified as Fish & Wildlife, in the Mobile River Basin.

WINSTON COUNTY

Free State Lumber Company, Inc., located at 41542 Highway 195, Haleyville, AL 35565, mailing address Post Office Box 190, Haleyville, AL 35565, NPDES Permit Number AL0064742, for reissuance of a permit which limits the existing discharges resulting from stormwater runoff associated with the lumber and wood products industry including sawmill operations, wood treating operations using chromated copper arsenate and micronized copper azole, and diesel fueling and storage areas discharging through Outfall DSN001 and Outfall DSN003 to an unnamed tributary of Quarter Creek, classified as Fish and Wildlife, in the Black Warrior River Basin; stormwater runoff associated with the lumber and wood products industry including sawmill operations and wood treating operations using chromated copper arsenate and micronized copper azole discharging through Outfall DSN002 to an unnamed tributary of Quarter Creek, classified as Fish and Wildlife, in the Black Warrior River Basin.

Highland Energy, Inc. – Bull Gap Mine, 7802 Highway 78, Cordova, AL 35550, NPDES Permit Number AL0080781, located at 5730 State Highway 132, Altoona, Blount County, Alabama, for reissuance and modification of a permit that limits discharges from a dry preparation coal mining operation and associated areas, discharging to an unnamed tributary to Hale Creek, an unnamed tributary to Locust Fork, an unnamed tributary to Bunch Creek, and Hale Creek, all classified as Fish and Wildlife, in the Black Warrior River Basin.

JEFFERSON COUNTY

Southern Red Rock, LLC – Southern Red Rock, 1080 3rd Street, Pleasant Grove, AL 35127, NPDES Permit Number AL0059684, located at 1080 3rd Street, Pleasant Grove, Jefferson County, Alabama, for reissuance and modification of a permit that limits discharges from a wet and dry preparation mining operation consisting of approximately 70% red rock, 20% gravel, and 10% coke and associated areas, discharging to an unnamed tributary to Lost Creek, classified as Fish and Wildlife, in the Black Warrior River Basin.

Martin Marietta Materials, LLC – Auburn Quarry, 1725 Winward Concourse, Suite 300, Alpharetta, GA 30005, NPDES Permit Number AL0002640, located at 3505 Lee Road 159, Auburn, Lee County, Alabama, for reissuance and modification of a permit that limits discharges of treated drainage from a wet and dry preparation limestone quarry and associated areas, discharging to Chewacla Creek and Lake Ogletree, classified as Public Water Supply and Fish and Wildlife and to and an unnamed tributary to Chewacla Creek, classified as Fish and Wildlife, in the Tallapoosa River Basin.

Lynn Nolen Construction, Inc. – Lynn Nolen Dirt Pit, 14911 B Dewey Smith Road, Grand Bay, AL 36541, NPDES Permit No. AL0074527, located at 990 Hall Road, Grand Bay, Mobile County, Alabama, for issuance of a permit that limits discharges of treated drainage from a construction sand and gravel, shale and/or common clay mine, and associated areas, discharging to an unnamed tributary to Franklin Creek, classified as Fish and Wildlife, in the Escatawpa River Basin.

TUSCALOOSA COUNTY

Cahaba Resources, LLC – Rockcastle Mine, Post Office Box 122 Brookwood, AL 35444, NPDES Permit Number AL0076589, located at 19151 Alabama Highway 216, Brookwood, Tuscaloosa County, Alabama, for reissuance and modification of a permit that limits discharges of treated drainage from a dry preparation coal mining operation and associated areas, discharging to Davis Creek, Texas Creek, unnamed tributaries to Davis Creek, and unnamed tributaries to Texas Creek, all classified as Fish and Wildlife, in the Black Warrior River Basin.

The subject permit regulates the discharge of treated wastewater to an Unnamed Tributary to Double Bridges Creek, classified as Fish & Wildlife, in the Choctawhatchee River Basin.

COOSA COUNTY

The Rockford Utilities Board, Inc., Post Office Box 128, Rockford, AL 35136, NPDES Permit Number AL0062278, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Rockford WWTP, Nixburg Road, Rockford, AL 35136, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated wastewater to Red Mouth Creek, classified as Fish & Wildlife, in the Coosa River Basin.

ETOWAH COUNTY

Altoona Water and Sewer Board, Post Office Box 723, Altoona, AL 35952, NPDES Permit Number AL0021237, for reissuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Altoona Lagoon, 6350 Snead Cross Road, Altoona, AL 35952, for the purpose of meeting federal and state water quality regulatory standards.  The subject permit regulates the discharge of treated wastewater to Locust Fork, classified as Swimming Fish & Wildlife, in the Black Warrior River Basin.

MOBILE COUNTY

Dauphin Island Water, Sewer, and Fire Protection Authority, Post Office Box 400, Dauphin Island, AL 36528, NPDES Permit No. AL0075370, for reissuance of a permit which limits the discharge of pollutants from a reverse osmosis water treatment plant from the Dauphin Island RO #4 WTP, 701 LeMoyne Drive, Dauphin Island, AL 36528 for the purpose of meeting federal and state water quality standards.  The subject permit regulates the discharge of treated effluent from a reverse osmosis water treatment plant to the Mississippi Sound, classified as Swimming, Shellfish Harvesting, and Fish & Wildlife in the Escatawpa River Basin.

MOBILE COUNTY

Grand Bay Water Works Board, Inc., Post Office Drawer 416, Grand Bay, AL 36541, NPDES Permit No. AL0083275, for modification of a permit which limits the discharge of pollutants from treated domestic wastewater from Crawford Lane WWTP, Crawford Lane, Grand Bay, AL 36541 for the purpose of meeting federal and state water quality regulatory standards.  The subject permit regulates the discharge of treated wastewater to Reedy Branch, classified as Fish & Wildlife, in the Escatawpa River Basin.

Copies of the draft permits, conditions, limitations and a fact sheet as applicable describing the methodology for setting the limitations and conditions and other applicable NPDES forms and related documents are available for public inspection electronically via http://adem.alabama.gov/newsEvents/publicNotices.cnt, and at the following location Monday – Friday (except legal holidays), 8:00 am to 5:00 pm.  A nominal fee for copying and/or mailing may be charged.  Arrangements for copying should be made in advance.

Persons wishing to comment may do so, in writing, to the Department's named contact above within 30 days following the publication date of this notice.  COMMENTERS SHOULD IDENTIFY THE APPROPRIATE NPDES NUMBER ON THE FIRST PAGE OF THEIR COMMENTS.  In order to affect final decisions, comments must offer technically substantial information that is applicable to the proposed permit.

A written request for a public hearing may also be filed within that 30-day period and must state the nature of the issues proposed to be raised in the hearing.  The Director shall hold a public hearing whenever it is found, on the basis of hearing requests, that there exists a significant degree of public interest in the permit application or draft permit.  The Director may also hold a hearing if he determines that it would clarify one or more issues involved in the permit decision.

After consideration of all written comments, review of any public hearing record, and consideration of the requirements of the Alabama Water Pollution Control Act, the Federal Water Pollution Control Act and applicable regulations, the Department will make a final determination.  The Department will develop a response to comments, which will become part of the public record and will be available to persons upon request.  Notice will be sent to any person requesting notice of the final action.
